Ph.D.: Mainstreaming Climate Mitigation Actions in Sectoral and National Sustainable Development Strategies and Policies

The Centre on Energy, Climate and Sustainable Development, part of the UNEP DTU Partnership, invites applications for a Ph.D. research project focused on methods for assessment of impacts and benefits of climate policy in developing countries. Over the past 25 years, the Centre on Climate, Energy and Sustainable development of the UNEP DTU Partnership (formerly UNEP Risoe Centre) (http://www.unepdtu.org) has become a leading international research and advisory hub on energy, climate and sustainable development. The Partnership is an integrated part of the Department of Management Engineering at the Technical University of Denmark (DTU). The Centre works in close partnership with the United Nations Environment Program (UNEP) and has project activities in more than 50 developing countries. The Centre collaborates with a large number of national and international government and research institutions, especially in developing countries. The research will focus on identifying or elaborating, and testing relevant methods to assess the distribution of positive and negative impacts of climate policy. On the mitigation side the most visible instruments aimed at mainstreaming climate change mitigation in developing countries have been the Clean Development Mechanism (CDM), the low carbon development strategies (LCDS) and the nationally appropriate mitigation actions (NAMAs). The implementation experience with these instruments is relatively limited and quite recent, so there is a need to analyse selected national or sector level processes in order to better understand how in practice international climate change policy is mainstreamed and the resulting impacts. The study shall examine relevant analytical approaches to assessing impacts of climate policies and concretely through case examples identify generic elements and bottlenecks stemming from either institutional or organizational structures or from the different mainstreaming instruments, as well as individual capacities. It is of particular interest to examine what consequences these policies may have in terms of uneven impacts on the different segments of the population. One often stated hypothesis is that climate policy can have an uneven impact often negatively impact those people who are most vulnerable to climate change. Candidates should be familiar with literature on vertical policy integration; social equity as part of climate policy and planning; fairness of emission allocations, at both a national and international level and climate change policy making. Qualifications The successful candidate should have a master degree in economics, political science, development studies, law or other relevant discipline, with basic knowledge of environment, economic, social and development issues, relevant theoretical approaches to address the research questions, and a demonstrated ability to work independently. Experience from work in developing countries will be an asset. The working language of the Centre is English. Good communication skills in written and spoken English are a prerequisite. Project environment and research group The successful candidate will join an international team of about 65 professionals in an interdisciplinary work environment, with a broad portfolio of activities and an extensive network of professional contacts to research and government institutions in developing countries as well as the UN system. Approval and Enrolment The scholarships for the PhD degree is subject to academic approval and the candidate will be enrolled in one of the general Ph.D. programmes of DTU.
