The Institute's Africa programme works to improve the national human rights systems of Burkina Faso, Niger, Mali, Kenya and Zambia. We do that through partnerships with national human rights institutions (NHRIs), ministries, security forces, justice actors and civil society. We also work regionally with the African Commission on Human and Peoples’ Rights and other regional partners. The Institue has permanent presence in Africa through local offices in each of the five programme countries.

We are seeking a human rights advisor to our regional office in Ouagadougou, Burkina Faso.

AS THE HUMAN RIGHTS ADVISOR YOU WILL

• Maintain a close cooperation with local partners, including promoting local ownership of projects
• Provide expert input on key programme deliverables and implementation of programme outputs
• Plan, on an annual basis, the provision of technical expertise to local partners in accordance with identified needs, in cooperation with local colleagues and project manager
• Conduct political dialogue with local authorities in the programme countries to ensure political support to the programme and projects
• Maintain up-to-date context knowledge of Burkina Faso, Mali and Niger and develop personal contacts with relevant stakeholders in these countries.
• Provide support and sparring to the national offices in Burkina Faso, Mali and Niger
• Advise the programme manager and project manager on aspects of strategy, development and implementation of the Africa programme
• Assist the Africa team in identification of strategic opportunities, synergies and partnerships, and in particular in finding ways to broaden the funding base of the African programme which is currently highly dependent on Danida funding
• Maintain a close cooperation with present and potential donors, especially Nordic embassies and EU delegations

YOUR QUALIFICATIONS

• Relevant advanced degree in human rights, law, social sciences, development studies or similar
• Minimum 5 years professional experience working with human rights and state and justice system actors in a development context
• Fluency in French and English (spoken and written), Danish is an advantage;
• Context knowledge of West Africa, preferably field experience from Burkina Faso, Mali and/or Niger
• Knowledge of Danish foreign policy in West Africa and of the main issues relating to donors in this region
• Knowledge and interest in human rights and development issues, preferably within an African context
• Experience in being part of a team and contributing to team building;
• Excellent communication and inter-personal skills, including a proven ability to interact well with partners and to work in politically sensitive contexts;
• Well-organised, flexible and able to work independently.

CONDITIONS OF EMPLOYMENT
You will be based at the Institute's office in Ouagadougou, Burkina Faso within the Human Rights Systems Department. We expect you to travel regularly between Burkina Faso, Niger and Mali. Furthermore, we expect you to travel to the Danish Institute for Human Rights' headquarter in Copenhagen 3-4 times a year.

We expect you to start on 1 January 2019, and to be based the first three months at the headquarter in Copenhagen. From 1 April 2019 you will be based in Ouagadougou.

The position is a full time position (37 hours per week), and salary will be determined in accordance with Danish Ministry of Finance’s agreement with the Danish Confederation of Professional Associations with the possibility to negotiate individual supplements. The initial contract will be until the end of 2019 with the intention to prolong, based on performance and the availability of funding.
